True, the problem with ravagores is, a AOE4" for 19 points isnt really all that much volume of attacks.

I play two ravagores with lylyth1 and double throne, and in the last game the list tabled three max units of banes. the scathers are really good at keeping the trones alive. If the banes are clumped up, the trone can kill a whole unit (even with tough), if the spread out, the throne kills a couple and the ravagores arcing fire scathers so the rest cant really charge.

As that doesn't work against ghost fleet, I dont really see a good list against it. just overpowering the recursion doesn't seem like a good way to play with legion.

as our cryx player just bought all the pirates, how does the ghost fleet handle stealth?

My hope is just to go all out on a strong assassination Warlock, the more I look at the match up the more I think that's our only real option to win that doesn't rely on poor positioning of leader models.

Are you saying that it doesn't work against ghost fleet because of the recursion or because of the guns so the scathers can't dictate movement? I've got this dumb idea, I started a thread about running guns with Abby2 a while back and this idea popped into my head. 2-3 ravagores and 1-2 Teraphs, all with Return Fire on them every turn. Basically Shoot them up, then you present the Ravagores and Teraphs as the best/easiest targets so on their turn when they try to shoot the Ravs or Teraphs, you shoot them on their turn maybe killing some shots post recursion. Return Fire doesn't specify that it needs to target the model that attacked it, so feel free to shoot the riflemen that haven't shot yet. If their hiding behind terrain, that might be a problem but it might have some legs. Something like this

I think the sacral vault is a good idea if you're trying to get a list designed to play into ghost fleet. It's got high armor so it's pretty defensive against the guns, it can be immune to the single wound infantry charging it, and it can help protect against Denny's spells.
