I've watched the game for a few years but just got into it this past couple months, it seems that scenario is not supposed to be the objective of the game but a secondary win con. Do you only talk about Circle ? Because in my opinion it couldn't be farther from the truth when said about the game as a whole. I never see good players go for assassination from the start, simply because good opponents just won't put warcasters in a position where they can be assassinated unless they need to take this risk. And they need to take that risk only if they feel they are losing - on attrition or scenario. Otherwise they'll just stay safe and keep controling the game. The game between good players is much more likely to last until the 7th turn than end with an assassination in my experience.

Factions that are good at contesting, when played by a good player, will generally win out in the time if you don't see the assassination lane. Usually, by the 4th round things have been thinned far enough to start an assault on even an excellent players caster, especially when you've been planning on finishing it that way from the start. Put them low on focus/fury while they attempt to clear zones, use the planned route for assassination. This is the goal of a lot of lists you'll see, as they spread out the opponent's forces or simply break holes for the winning shot. Just about every faction has a caster that specializes in this style of play, Circle's would be Una (of course) and probably Kaya3, though Kaya2 has some pretty funky mechanics as well. Both Morvahnas are attrition casters that will become extremely deadly when Circle infantry gets a buff. The Kreugars are both designed as counter casters and are nasty as hell against what they counter. Kromac2, when played aggressively, can become a serious contender against any list; he just has a slight learning curve to keep him from being assassinated early.

Scenario is important because it means there’s 3 different ways to win the game: Assassination Scenario CPs Attrition leading to another by default
It’s more of a challenge to deny all of these to ur oppo while attempting to achieve one yourself. Forcing someone to deny your ‘victory by scenario’ is usually how we find the assassination opportunities, that we need to win.
I still find it difficult to win by scenario. In fact my last couple games won that way, were only such due to my oppo playing over-defensively due to my past assassination victories. If he’d been more aggressive as a whole from the start then I would’ve had no scenario presence = forcing me to beat the attrition:assassination curve.
