yeah, what you are paying for here is the functionality of using war room to play CoI, so it seems silly that you are paying by deck for cards you already have. but they have to charge for it, because they had to pay tinkerhouse to build that functionality into war room, and it is a new game, and new content, despite using wmh models and rules. a little pricey, sure, but they will only get a portion of people who play CoI to actually buy the war room CoI.
agree with bacon, an insider detailing their plan for CoI in war room would have been smart.

You need the command deck in order to play, and currently that's either in the $15 rules+deck bundle, or the big $80 full game. Unless you are so adamant on not paying PP that you'll use ripped/printed cards, you'll be 'buying' COI regardless.

My point is that even WITH war room purchases, you still can't fully play the game. The only thing you really 'need' that has a price attached to it, is the command cards. The rules are online, the model cards are just a convenience, but playing without physical command cards would suck. On a related note, though, I picked up the $80 COI box today anyways because I'm impulsive and didn't want to wait for the deck bundle, and it doesn't even come with a terrain map like the starter boxes, and doesn't come with cards for the units, just the new solos. I'm a bit disappointed that their special all-included ready-to-go box doesn't actually have everything you need for play.
