So what if Spriggans had armor piercing on their charge attacks? The lance is supposed be devastating in the lore. Would that be enough to get them on the table?

Eh? I mean that would be ridiculous on the charge, but then weak follow-up.
Spriggains really need to understand what they want. At the moment they kinda are all over the place.

If they had PS20 on the charge it would be good.
But they need to stop paying for all the things they can potentially do. It's a clusterfluster of ruling issues.

Make it 16 points and MAT7. You can keep the powerful charge.
And I could even advocate for 15. Compared to a jugger: + reach -1 P+S +/- lower base armor but has shield. +borderline useless grenade launchers that are usually only brought for flares 0- Reinholdt is 4 + bulldoze
But lacks crit freeze and the secondary attack is one less P+S as well: 14->15 is a pretty big shift 'on the cuve' and 18->19 likewise. It's not bad, it's just too expensive.

Juggernaut being less than 19 pts keeps them off the table, not their abilities. Why take a melee beatstick for 19 when can take a perfect one one for less?
The only niche they have is stealth detection in WGK.

The only niche they have is stealth detection in WGK. Thats BS. If then would have to nerf just every other jack as well. The menothians use their more expensive jacks all the time, despite having the even more efficient Crusader and the choir. The spriggain is just messy.

I only use the Spriggan under Strakhov1 for the bulldoze with 2" reach.

Yeah the heaven-piercing spear, it's a use.
Honestly if it stays 19 points give it shield guard, I'd consider it in that case. Hell, give the Grenades RNG12 and High Explosive 10 and turn its MAT to 7 and it would have my thumbs up for being an actual swiss army knife 'jack.

The Spriggan is Khador's high-end all-purpose tool box warjack. Not that the designation is a good thing in a faction dominated by single-purpose warjacks and troops.
I can see it as a good "not-Behemoth" warjack when you are strapped for points, or really want as many troops and solos, for Irusk1 or any warcaster who has the spells Superiority, Infernal Machine, etc. But so many players like the fire-support monster that can switch to nightmare beatstick of Behemoth they will pay extra points for it. I guess that's the Spriggan's real problem: a lot of people don't like the variety of things it can do for its points, but they are happy to spend an additional 33% and get the bipolar Behemoth.
I really like it with Strakhov1 - the old "Heaven Piercing Spear" (or whatever it is called) tactic where you can get the Spriggan to make an assassination run from the other side of the board with feat + Superiority + Overrun. Bulldoze is really nice to have for this because any screening troops simply get knocked aside. Just simply putting Superiority on the Spriggan and sending it after the opposing caster is sometimes good enough to cause real problems.
The last time I used a Spriggan was in my fluffy Black Dragon army with Butcher1. My buddy sent his piglock up behind 3 heavy pigbeasts. After Butcher popped feat and the Black Dragons and my Juggernaut dispatched the pigbeasts my Spriggan plowed right through 3x Farrow Brigands to get to the piglock.
If the Protectorate players always use their expensive jacks, compare and contrast them against the Spriggan. Would you use their expensive jacks given the chance?

It doesn't even do the same things as behemoth unless you blanket them both under 'throws out AOE's and 'hits things'. If I wanted a cheap behemoth I'd take a Destroyer. If I wanted or needed something with reach, well, now we're narrowing down the competition quite a bit

There is nothing wrong with having premium jacks, it's just the Spriggan is a kinda meh jack with a premium price tag.
Look at the Stormclad for an example of a GOOD premium priced jack.

Add the keyword iron fang to the Warjack. Not sure what will happen but looks interesting in a LoS theme. All models are iron fangs, even jacks.
