I think my wife also wants me to get into the hobby because she's excited about the idea of painting. She's not a wargamer, but she loves the art aspect. That's nice, sounds like a real win-win.

She'll resist me selling any Circle. She loves werewolves and druids and such. Still, I have plenty I can sell off, not counting my GW figures I'll probably never play again.

Well, I will look into the IK and MoW lists. I do happen to have Valachev and the IK Kovnik (Wife got me the latter for my birthday a couple years ago). I hope to see more Cavalry, but that's going to take time and more resources than I have. I loved Cavalry in the game.

As an aside observation, your wife sounds like a really awesome spouse! Mine is awesome too, (thrown in there just in case she ever bumps her head and then wanders on to the forum), but she just barely tolerates my playing. I think if she had any interest in the game at all, the kids would have to raise themselves.

Also I have two mortars and the forward gun (whatever it's called). Suppose I can do those, then.Yes. Yes. Start with Vlad1. Add in Gun Carriage. Then your max WGI with rockets and the UA and Flag. Field Gun (that is its name) is good because it is knockdown on a stick. I assume you have Kovnik Joe already. Widowmakers and Widowmaker Marksmen can be tossed in as well. You will get at least 1 mortar for free.
Remaining points, put them into the jacks you have. Cheaper the jack the better.
You will now have a VERY competitive list (and not a bad one to play as you relearn all the rule changes like "power up"). Signs and Portants goes up to make the rockets brutally effective. Read the new rules on the UA and how they changed the spray into a once a game "mini-feat". But they added great rules like Repo. Gun Carriage does GUn Carriage things on a flank, again, hopefully under S&P Then, as you get there, Vlad feats and sends his jacks threatening 12 inches to do khador jack things. Blood of Kings for late game to make vlad1 the god he is.
It is brutally effective and a great list getting back into it. PLay around with conflictchamber.com/ to build it.

Sounds like Vlad's general strategies haven't changed in all the time.
Good jacks? I have Juggies, Marauders, a Berzerker (and one unassembled because I hate metal Berzerker kits and why did I buy another?), and of course Drago. Any of those a good fit?

Juggernauts and Marauders are great (they will be slightly less so soon as they are both expected to go up a point in price). Berserkers currently cannot compete with the Marauder (at a single point more), they will be more tolerable once CID changes go through (when they should get a MAT buff and end up 3 points less than the Marauder, at the cost of a few damage boxes). Drago is a hard sell at his points cost, but might be OK with Vlad.

You probably don't have enough points (play around with it) to get the rifles in there with the Gun carriage but play around and see what you can fit (and what you WANT to play). A LOT of top players run up to 9 (and sometimes TWELVE) rockets under vlad. THAT is a gun line. Remember, the rockets gained brutal damage - so on a direct hit that is rolling 4 dice dropping lowest Pow 12. That will, as they say, leave a dent. Your best jacks are going to be under vlad the tried and true juggernaut. Sprinkle in a Marauder or 2 because they get an extra dice against Huge based models and that is a "thing" under signs and portents. Sadly Drago still needs help. Now for "fun" why not but you have all the infantry clearing with WG that you will ever need and so he is sorta redudant compared to Juggers at Pow 19 axe to face. You also can very easily mix it up, dropping the gun carriage, going 2 units of WG (infantry and Rifles) and then put down your conquest. Again, a very very very good list. With 2 you can consider modifying one to become a Victor - just rip the gun off the top, find some sort of mortar gun in a bits bin and slap it on. There....Victor for 90% of TOs out there and 100% of casual games.

Rifle Corps definitely have a place. Many people have run WG lists of Vlad1 + lots of units of Riflecorps with rockets. I've run this as a 75point list: Vlad1 - 2x Juggernaut - 3x Marauder Max WG Infantry + UA Min Rifles + 3 rockets Mortar (free) Field Gun (free) Gun Carriage Joe I liked it. Lots of jacks, decent shooting, fast. It will have to change once the recent proposed changes come into effect (Juggernauts and Marauders will increase by a point each, so I'll probably need to drop a couple of Marauders to Berzerkers and see if that keeps the list viable).
