With Fyanna, I play Zuriel as more of a late game piece, initiating piece trade with a neraph or angelius, and having zuriel threaten whatever comes in to kill them.
I personally would rather they just adjust the point costs of our beasts and the way under-priced things in warmachine (khador, mercs) rather than them giving us a new budget heavy. I can definitely see us getting a nephilim heavy at some point, but too much of a budget heavy would step on things we already have. And I also agree with previous posts. We are not a fair fight faction, and having premium beasts is part of the faction identity. I do agree that it would be nice to have, considering how it feels without oracles our stuff is over-priced, and makes fighting the budget heavy spam quite difficult.
The design space is there for something like that, but having it be as good as we want it to be for the point cost level is unlikely. eyeless sight and flight are premium abilities. to have them go on a budget heavy and still have everything else we want seems difficult.
I like the soldier and the neraph. I feel like they both have their place. The base P+S on the neraph does hurt though. But the auto-hitting can definitely be relevant. Assassination for one. And against circle heavies, I would definitely feel more confident with a neraph than a soldier. Neither of them really fills the role of budget heavy though. So there is room.
