Should be RAT 9 unless Shocktroopers suddenly became RAT 3 without me noticing. Unless Man O War can ignore concealment with Old Witch2 it should be rat 9 if you can clip a model next to what you want to shoot and blind a model without giving it concealment then rat 9 it is, but I wouldn't exactly count on it just yet, that's why I count the old witch gun as a +2 rat not a +4, in melee it will be +4 though. Huh, I just realized its a cloud.

There are several casters who can run a single unit of MoW (Shocktroopers) well. Really enhancing multiple units is much trickier, but that seems to be what the threat was about.
That doesn't mean multiple units can't work - even unbuffed MoW are good and buffs can obviously be moved around. Best caster probably depends on what you want MoW to achieve. They can be included lists as scenario pieces (where speed and ARM buffs are key) or for their offensive output (speed and offensive buffs instead). If a large part of the list is based on MoW, you really need something in the list with pathfinder.
One point I found with MoW is that Drakhuns are great. Not just for scenario, but for countercharge. It's a great ability to use to threaten powerful models which might charge the slower MoW. Any heavy jack might lose its primary weapon arm to a Drakhun's counter-charge, and then struggles to get through shield walled STs without using focus. That meant the Drakhuns in a MoW list were not used to get up the field quickly, or galloping off on scenario early on - they were integral to the main MoW block. That means the list needs something else for threat projection (especially an issue for Butcher1, I suspect).
And don't forget Ragman. Goes really well with STs. Depending what happens, might even be available in theme!
From my experience: Kozlov is quite good for multiple units - movement buff for one, offensive buff for another, and speed/ARM buffs for all via the feat. No pathfinder, but can give that to his battlegroup, so they can deal with terrain rather than the warriors (back to front to usual WM lists). One of the better choices.
Irusk1 probably the strongest, but really excels at buffing a single unit - movement buff for one (although that 5" range and non-upkeep status can make it tricky/inflexible) or pathfinder, ARM buff for a unit and Battle Lust. All of those can be layered onto a single unit! Inhospitable Ground can also be a stealth survival buff as it reduces charges.

The only guy who won a tournament recently with mows had: Z1 - 2x Destroyers 2x full shockies 2x kovniks Ragman Drakhun min Uhlans I haven't tried it, but it looks promising. Is that Rich Beech by any chance? He used that list against me at a local SR a couple of weeks ago, it was really effective.

What do the iron fang kovniks do in the Koslov list? Not tempted to switch the decimator for a destroyer to make them both man o war kovniks?

Maybe he meant MOW kovnik, the MOW ST are very slow without them.
I'm not sure how I feel about kozlov for MOW. He does not seem bad, but feels like he does half irusk1 and half butcher1. He doesn't have ironflesh which would be my biggest issue. i Iron flesh is possible my favorite spell for ST.
Irusk1 is probably best at running multiple units of MOW while Butcher1 is great at running a single unit up the board relentlessly.
