I will need to look up and see what it says in prime about unit formation and being out of formation but I would guess they could not. Typically a model cant do anything that is not a passive ability when it is out of formation.

As i keep pointing out, the place to go when you want a rules question answered is the privateer press rules forum. There you will get answers from the REAL rules nerds. I think of myself as very knowledgeable when it comes to rules. I am the guy who answers the rules questions during gaming night in my club. However, i know NOTHING compared to the real rules guys. I very seldom dare answer questions in the rules forums, but i often ask them. The rules for out of formation say: While out of formation, a trooper cannot advance outside of its Normal Movement, make special actions, or make attacks, including attacks that do not take place during the model’s or unit’s activation, such as a free strike. Friendly models cannot target out-of-formation troopers with spells or special rules. Note that many upkeep spells and special rules also do not affect out-of-formation models.
To me, there is no indication that they could not use Shield Guard, but i did put up a query on the PP rules forum. privateerpressforums.com/showthread.php?271462-Shield-Guard-and-Out-of-Formation&p=3846791#post3846791Seriously guys. This is the last bastion of usefulness on the PP forums. Let us use that

Thanks Trollock, looks like you are right with literal interpretation, shield guard is not a special action or attack. Seems like an abusable oversight. Have the unit up fighting while keeping one dude way back to do shield guard for the caster.

It's not abusable. The cost is that the model can't do anything but shieldguard basically. It's fine.
