This is what I have so far: Oracles of Annihilation, 63/75 pts Rhyas, Sigil of Everblight [+30] - Proteus 19 (19 battlegroup) - Seraph 14 (11 battlegroup) Blighted Nyss Hex Hunters 15 - CA 0 [6] Blackfrost Shard 9 Throne of Everblight 16 Throne of Everblight 16 Forsaken 0 [4] Forsaken 0 [4] Bog Trog Mist Speaker 4 I like the idea of Proteus with chain strike on feat turn, and I've had some fun with it before. I am a casual player with no competitive experience and I only anticipate using this against my friend's lists, so Cygnar, Skorne, Grymkin and Orboros. If anyone could give me suggestions that would be very much appreciated

The first thing that jumps out at me are the two forsaken. With such a small battlegroup, do you really think you'd need them both? I can understand redundancy, but feel the free slots can be used for something else. At least, I think adding a Beast Mistress and a pair of Mekanoshredders for access to the animus would be a good threat extender for Proteus, Rhyas, and the thrones.
Or you can trade one of the Forsaken for the Beast Mistress, take only one Mekanoshredder, and then use the remaining eight points to grab Ice Witches and a Shepherd. You'd have to play the Beast Mistress and Mekanoshredder more conservatively, but Puppet Master will help make your attacks count, especially with Rhyas fishing for critical hits.

Thank you for the advice! The second forsaken didn't really have a purpose. The other model that I considered was the succubus, to relieve the fury burden from rhyas with rapport on Proteus and occulation on the hexblades(?) but it almost feels a little overkill to have two cloud sources and occulation for one prowl unit.

Succubus is a decent pick. Hopefully with the CID changes coming in soon, the Hexblades won't need occultation with their native stealth allowing for Rhyas to save her fury or put occultation on herself. In addition, you might want to hold out a bit longer to see how the Blight Archon turns out. If it's anything like it was in CID, it'l be a major game changer and probably a new prominent piece the likes of which Legion hasn't scene since the Hellmouth was introduced.
Also, I feel clouds are the type of thing that the more saturation you can bring the better. It's easy enough to tech enough to deal with one or two sources of it, as evidenced by your own choice of the Mist Speaker. With more sources you can cover more things and hopefully overwhelm your enemies ability to deal with it.

Can I ask what makes Hex Hunters an attractive choice for Rhyas? I get that her speed buff helps all infantry, but their melee range and lack of hitting power usually turns me off when picking infantry for her.

I would imagine that it's because they have already chosen to play in Oracles for Proteus, which makes hex hunters the only full size unit. With Rhyas I suspect they will be an expendable model count that mostly harass non-elite infantry and light jacks, annoy colossals, contest, and generally try to be in the opponent's way.
