The coins were made by punching out plastic card as you guessed, I believe the tool I used is called a "leather punch": It's something I've seen around, you should be able to find it in any tailoring/sewing supplies store. It gave me a bit of variety in coin sizes, but not as much as I had hoped as it was only really the two or three smallest sizes that were small enough for the model, any bigger and they wouldn't really be coin-sized anymore. Still, that was enough to create some variety. BTW I did end up needing to use a brass rod to push the plastic discs out of the punch; it's designed for softer materials, the plastic doesn't fall out freely, and if you punch several discs without clearing them out you get a rather stubborn jam inside the punch.

Inventive use of another craft's tools! I did some leather working as a boy scout, so I recognize the tool. I would not have thought of using it as a coin press.

This is great! The colors and the greenstuff hat make it really stand out. I like the idea with the coins too...I've seen that tool at the local JoAnn's craft shop here, I may have to pick one up at some point if I ever need to make some treasure piles.
Out of curiosity, how did you make the clover on the hat? It looks like plasticard but if so, how did you get such a precise-looking clover?

It's been a while, but iirc I cut out the rough shape using a hobby knife and/or clippers, then used hobby files and/or sandpaper to sand it into the final shape. Truth be told the shape is not as close as I wanted it to be, but I think I was able to get it looking closer to a clover using paint.
