It's been asked of me twice now and that's enough to go looking. But I cannot find an infernal ruling or anything else.
Since Witch Mark does not specify "after the attack is resolved" can you cast a spell before the damage roll?

No because once you start an attack by making an attack roll you must completely the resolve the attack before you can cast spells. I can find the page number when I get home.
Edit: "Spells. feats, and other special rules that state they can be used "at any time during this model's activation" can be used before moving, after moving, before making an attack, or after an attack but not while moving, attacking, or resolving another triggered effect. A model cannot interrupt movement or an attack to use one of these special rules." Pg 11 under "Use of Anytime Special Rules"
An attack starts when you make an attack roll, so you cannot cast spells until after the damage roll and any effects that trigger from the attack are resolved.

On the Other hand, ALLWAYS have at least one spell martyr with Lylyth1 anyways, not getting that crucial parasite on a colossal, just because the enemy brought valkyries, is just not worth saving a single point.
