I think that the Legions of Dawn would be very fluffy but not overpowered if I could have as many Invictors on the battlefield as I want.

I seem to recall that the designers stated, somewhere around the birth of mkIII, that themes wouldnt change FA. The reasoning was that they didnt want to people to make purchases, that the designers might invalidate later on. Like Forcewall with all the Arcanists.

There are some themes in the game that do change the FA of certain models, however. The convergence theme Clockwork Legions states that "Enigma Foundry solos in this army become FA 4." However if I recall correctly, they were changed to FA 2 in MK3 from FA 4 in MK2. In this case they undid an invalidation of purchases, but it still stands that they are not unwilling to change a model's FA in a theme force.

I didnt know that, I've never played or even seen convergence played I think there's a significant difference between going from FA2 to FA4 and going from FA2 to FAU though.

Blindwater Congregation makes posse FA:U, so there's certainly no proscription against doing so in mk3 (though thus far they're generally just continuing mk2 tiers).

Why would they be? I'm not sure what use one would get out of more than 2 20-point units of Invictors.
