So I am a relatively new player and, for some reason, I want to be special and build Dominar Rasheth in Masters of War, rather than Winds of Death. The point levels you've set yourself at are a bit awkward but the list isn't terrible. Personally I'd like to see 2 free pieces by working in the Legends of Halaak. Get you a second free Tycomm. That could happen by dropping a Rhinodon and replacing him with Legends a Willbreaker and a free Tycomm.
For less significant of a change try replacing both Rhinodons with a Bronzeback. He'll take heavies off the table without help, he'll take colossals off on feat. He threatens heavy damage on countercharges too, especially on feat. Fill points with a Willbreaker and Feralgheist.

I vote against the Bronzeback. You don't have to spend 18p on a fragile, slow beater when you can reduce armor by 4.
Rasheth will generally work in any theme, due to him being just flat out good (except in Disciples of Agony where he isn't allowed because PP forgot that Chain Gang used to exist). But let's help you avoid some mistakes:
1) Incindiarii are one of the very few bad units in Skorne. Don't waste your money and painting time on them. If you want shooting, go with Winds or Disciples. Masters of War doesn't do that. 2) I assume the Croaks are in the list to buff the damage of the Incindiarii. I like Croaks if properly supported, but their interaction with Incindiarii is not worth 27p. 3) What purpose do the Rhinodons fulfill? I am not really seeing two of them being of much use. Maybe one. 4) I don't know about Marketh in this list. He's not a terrible fit, but 5p isn't cheap. There are some pretty powerful solos you can get for 5p like Eilish, Orin or a Gremlin Swarm + 2p. 5) You have no proper models for Dark Rituals. That is a problem.
Sorry to be so blunt, but I'm not going to sugar coat models that will end up disappointing you.
Krea, Gladiator, Swordsmen+CA, min Handlers, Tyrant Commander, Soulward are all solid choices. If you want a solid base of models to build Masters of War lists out of I would recommend getting a unit each of Ferox, Cetrati (+ Vorkesh!) and Legends of Halaak. Rhadeim can also be valuable. Similarly, if you want some beasts that are just good in any list, grab an Archidon or two.

Rasheth really wants tough ranged models so that his feat can double dip. Makes his army hit hard followed by a weaker retaliation. Masters of War has few good ways to make this happen. Cetrati are about the only way you can do that, but they pretty much are bad across the board, so...
The alternative make sure your army is fast enough to get the charge. To that end, you really want two units of Ferrox, both of whom work pretty well with the free TyComms you get. For beasts, I would run a Gladiator to speed up Archidon missiles.

I'll do the sugar coating If you're not playing vs optimised lists, or against serious tournament players, there are no bad units in Skorne, and the Incindiarii will not be a waste. Setting things on fire in this game is always fun. I'll happily concede that at a national level event then there can easily be poor choices based on the wider meta. Anecdotally, Incindiarii were the 2nd unit I ever bought, and I've never regretted the purchase or been disappointed by their performance. I have, however, moved my list building into other directions and they have seen no play for at least 12 months. That's true for almost all my Cataphracts at the moment, same with all my Venators. I've been Praetorians and Immortals for a long, long time now. So that said, if it was me (which it wouldn't be, because I can't stand the Rasheth1 model ) I would drop the Krea, Marketh, and Croaks, add max Karax, Legends, Willbreaker, another Soulward, and make the swordsman CA free. My choices are from familiarity and comfort playing with all these models, and knowing they work well together. They could be a handful to unpack off the starting line and be properly relevant without Tactician tho. I also have 0 experience with Rasheth1, so.... disclaimer. Have fun

I like having marketh in rasheth if I opt to take him as a freebie because having another aoe of acid is nice.
Incindiarii are not amazing, but that's more due to the fire and focus/fury interaction changing. However, with rasheth feat, you basically get pow 14 fire rolls. That's still pretty nice, won't kill a caster like it used to but it should make em play a focus down for the turn. I would say run em if you like em, even as a min unit just to threaten the fire.
As for a minion unit, I really really love brigands with UA. Prey plus fest plus blood mark makes them pow 18 against their target. Ain't a heavy in the game that's going to like how that feels. Plus they are pretty self sufficient, already having tough and Pathfinder.
