22 WJP
My first thought was actually Iron Fangs. He just plays nice with all our infantry. Quicken: Himself, most melee 'jacks, and as for units: 1- any variety of IFP because faster pike. 2- Any variety of Kayazy 3- WGI, back to DEF14, not too shabby.
It's pretty easy, really.
As for Last stand; yes pikemen (because of CMA!), but what about Kayazy Eliminators? 5 point cruise missiles.

Also his Bad Boyz in the Hood? Pretty damn good themselves!
They can drop clouds and then reposition! Thats like half of what Harkevitch can do with 2 Kodiaks! Its not a big a cloud wall but pretty damn good!

What does Lock the Target do? Assuming it's his obligatory nuke.

Its a Cost 2 range 10 Pow 10 Spell that prevents the hit target from running, charging, slamming trampling or being placed.
Situational, but definitely useful. Again especially with reposition:
"Wazzat Colossal? Wanna go to down on my pals right here? Nope"

@rowdy Dragon worth noting that it's 'model DAMAGED' so significantly less tasty on huge bases - given its pow 10.

@rowdy Dragon worth noting that it's 'model DAMAGED' so significantly less tasty on huge bases - given its pow 10. That is indeed significantly less tasty. It's still USEFUL thankfully enough.

Cost 2, range 10 pow 10, model damaged by it cannot run, charge yaddayadda (...) and cannot be placed for one round.

I am a little fuzzy on how exactly Strakhov' Tactical Flexibility works. I assume you pick one and he and his 2 shadows get to use that one? The way it is worded seems like it might be a little more than that.
Tactical Flexibility - this model can use one of the following special rules at any time during each of its unit's activations. Each model in this unit gains the benefits listed.
