Brace yourselves. This is only a test in the new CID, but if it goes through we could face a change in the way Cygnar works.
Theme Force changes:
In this CID cycle we are testing a new core rules change that will change the way Theme Forces work. In addition to the models that are allowed in a Theme Force, a player may take one Mercenary/Minion Solo, Unit and Battle Engine. The goal for this change is to allow for deeper list building inside of themes lists by allowing for more options while remaining thematic. The Mercenary/Minion model must be able to work for the faction taking it, it doesn't become a free-for-all. Additionally, please note that with the current wording that Mercenary and Minion theme forces will remain unchanged with this rule and will not be able to include these additional models types.
In addition to the models listed in the Army Composition section of each theme force, a non-Mercenary, non-Minion army made using a theme force can include up to one Mercenary solo, unit, and battle engine, including Mercenary models/units with the Partisan rule. The Mercenary models/units must work the army’s Faction.
If a Mercenary model that can control warjacks or warbeasts is included in an army, the warjacks and warbeasts that model controls can also be included.
For example, if the Mercenary solo Gastone Crosse is included in an army made using a theme force, the army can also include Mercenary warjacks controlled by Crosse. -------------------------------
Personally, I'd be putting Rhupert back in several lists. I was only just starting to tinker with Gastonne under Haley2 when Storm Div. dropped. I'd love to try some of that out again.
Mostly, we'll have access to the Piper.
Could this impact SotT? Some extra options are definitely welcome there.

Versh and (one unit of) Precursors in themes might make things less terrible for Constance.
Every single faction always having access to the new solo who has Hex Blast would be a big deal for Cygnar.
Rhupert would help the Sword Knights in Heavy Metal a lot, as well as the Storm Blades in storm division.
Heck just throwing a unit of forge guard into Sons of the Tempest might not be awful.

Every single faction always having access to the new solo who has Hex Blast would be a big deal for Cygnar. What's this? There's a solo with Hex Blast who works for every faction?

It seems that Storm Division become the usable theme for me. I never drop Rhupert when I using any Storm Knights unless all I play is a minimum unit of Stormblade Infantry.

It would be a great mistake and they must remove Hex Blast to him, else there is no reason to remove Eiryss2 from the game. And he is even cheaper than her.

Why nerf Eiryss2 only to release this model at 4 points.

Let alone that his hex blast is a double boosted pow13 with boosted pow7 AOE, and he can teleport 5" back to end up 15" from his target. As a gun that's insane for the points. There's also nothing stopping you from lobbing hexblasts even further downfield and hoping for deviations.

Yeah, he's got more rules on his card than his point cost would normally indicate. The upkeep hate would be omnipresent if he releases as is.

He may turn up in people's Cygnar counter lists a fair bit. I wasn't just talking about the new solo though, I meant the general rule. Cygnar has far more access to and far more synergy with Merc/Minion models than anyone else (except Mercs/Minions who are totally shafted by this).
