Sorta. There's basically two types of character jacks from a fiction standpoint: Old jacks that picked up personality over time and new jacks that were custom built as prototypes/specialized builds. Often the old jacks will end up having parts added after the fact to take advantage of their particular personality quirks.
Those quirks can come from the personality of their controlling warcaster (like Black Ivan being protective) or just from age and combat experience (Ol' Rowdy and Drago for example). Drago is just really old, has centuries of combat experience, and his cortex was never high quality in the first place so he's basically just insane. Rowdy was just old and stubborn, he was given to journeyman warcasters to show them that sometimes jacks don't listen but Stryker ended up getting along with him.
All of the character warjacks in Retribution (save Hemera maybe, I haven't read her fluff blurb. I suspect she's the same) are custom build jacks. They were designed to a specific warcaster's preference and thus reflect their combat doctrine. It's not clear how much personality any of the character myrmidons have, though I believe there was mention once that Iosians don't tend to let their cortexes form much personality without getting wiped. If I remember correctly Vyros did have Imperatus' cortex built to be more aggressive.
