I had a spriggan move out of activation (road to war) but before it activated. At the end of my out of activation move I got counter slammed by a Gnarlhorn. At the end of a slam a model is usually knocked down but since a spriggan has steady it's not knocked down.
Now onto the question- I now activate the spriggan. Do I have to give up either my move or attack actions?
No, since I wasn't knocked down.
Yes, treat this just like being thrown where even though I'm not knocked down I have to pretend that I was.
My opponent and I weren't sure so we went with the throw rule. Which is the correct way to handle this situation? Rule citations would be appreciated so that I can explain it to them next time we play.

More specifically, on Prime page 33 under "Slammed":
"... If a slammed model cannot be knocked down it must still forfeit its Normal Movement or Combat Action if it activates later in a turn in which it was slammed."

I feel like that's uneccessary complexity at this point; how easy is it to slam or throw your own models these days?

If there wasn't a penalty I could see a lot of devastators being used as bowling balls then getting up moving to a juicy target and letting it rain. I mean, let's be honest, a slam from say a kodiak into a devastator is only going to do 1 point of damage on a damage roll of "12" so I'd take those odds. Even suffering a point of damage if I could gain an extra d6" worth of movement before I activated I'd be very happy.

You can’t power attack your own models any longer, so the only way Khador can actually slam their own models now is with a Marauder combo smite. But still, I don’t think we want to go caster bowling or have it done to us, so… something or the other?
