Is Ol Grim's soul taker ability limited to only those things he kills or is he treated just like any other soul collector? The reason I ask is because of the way his rule is worded.
"When this model destroys a living enemy model with an attack, this model gains the destroyed model's soul token."
There's no mention of soul tokens being gathered from other sources but the tactical tip puts the usual collection method rule in play. The way the tactical tip is worded there is an implication that while he can't stop others from collecting souls they can interfere with his collecting of souls from his "kills".

If you’re asking how Grim collects souls, then the answer is “only by destroying living enemy models himself.”
If you’re asking if Soul Taker: Body Count gets overridden by things like Soul Taker: Cull Soul (say, from Old Witch 1), then… crap, I dunno. I honestly never bothered learning all the tedious intricacies of soul collection because Khador never ever needed them in practice prior to Ol’ Grim. :-P

I guess what I'm asking is if the only souls that Ol Grim can collect are those he kills himself or, if the normal rules of soul collecting apply to him. That is whoever is closest to the model that is giving the soul collects it unless he is already at the limit of how many souls he can have.
Example A: Ol Grim (OG) destroys a model 8" away from him. Ruin is 4" away from the destroyed model. Who gets the soul? A) Ol Grim since he destroyed the model or, B) Ruin because under normal circumstances he would get the soul since he is closer to the destroyed model.
Example B: A model is destroyed. OG is 3" away, Ruin is 6" away. Who gets the soul? A) OG since he is closest (as per normal rules) or, B) Ruin since OG only collects the souls of the models he destroys.

Nearest eligible model collects the token unless there is a rule on a card overriding that. So in your example Ruin gets it.
Regarding Grim, his card specifically states his own mechanic for collecting soul tokens - RAR, he has to kill the model.
So, if Ruin is closer to an ol Grim kill shot, Ruin gets it. If you’re playing Skorne, Skorne probably gets it. Otherwise, Grim gets it.
