Odd charge scenario that isn’t clear from the rules wording. I have my opinion, but would like to hear if anyone has a firm ‘known’ answer (not just opinion).
Can a model charge an enemy that it is: a) already engaging? b) already engaged by? c) not engaging but is currently engaged by another?

Yes as all these things happen during a normal unit charge. Why is this a problem? What actual rule doesn't make sense here?

It was due to the wording “bring its target into melee range”, that suggested to me that the target wouldn’t have been in melee to begin with .... thenthe whole query between melee range vs engaging.
More specifically, if a model moves the minimum 3” and is still engaging the same model.. is that a charge with boosted damage roll? Eg vs a huge base? - it seems wrong to achieve boosted damage this way.
That n I’d got it in my head that in MkII u couldn’t charge if u were already engaged.

Yes if you can move 3" you get boosted damage. Yes this works against huge bases and is one of their weaknesses. I got confused by your question because I thought you were asking if the target of the charge was engaged not the charging model.
Yes a model can charge if it is engaged or engaging at the start of the charge. A model can charge the same model it is engaged or engaging with and if it moves 3" it gets boosted damage. Just remember once the charge target is in the charging model's melee range can not leave that model's melee range even if it would get back into melee range later in the charge. But as you said it is pretty easy to charge a large base and get your 3" even if you start engaged.
No this is not a change from MK2.

Countercharge is where you cannot perform that type of charge while engaged, but that specific rule specifies that fact.

Assault, in addition to counter-charge, can't begin while being engaged.

This same question came up for me long ago when the forge guard that were already in melee with my heavy charged it. Reach 2 is good. Yeah - that heavy didn't make it.
