I don't plan on getting the Gun Carriage, I just have a distaste for using the big models. It doesn't bother me if my opponent uses them, I just don't like the Battle Engines and Gargantuans/Colossals. The no character solo thing was probably to stop us from taking Ragman... I am still fairly new to Mk.III and how things have changed, but would that have made this Theme too good? I have heard about the possible shenanigans that could have happened if this Theme had allowed Anastasia, but don't remember the main points they discussed as to why she would have made it so good. It just seems a bit strange to me how they limited the Theme. Fair enough on the big bases. I do find that the Gun Carriage adds a lot to the theme.
As for character solos, I've generally thought this was an anti-Reinholdt measure. Including Reinholdt:
(1) Makes Vlad1 rockets very powerful. Cheap stealth mitigation removes one of the list's main weaknesses. A Spriggan could still have been included, but that would have seriously eaten into the number of jacks Vlad could field and/or the number of rockets;
(2) Provides a significant buff to OW2 as well (I'm pretty sure the usual PP timetable means she would have been in development when the theme was released), when playing her as a gunline/ranged assassination character. Two shots with her gun is powerful, as is the potential stealth mitigation (again).

It just seems a bit strange to me how they limited the Theme. 4 points to turn a pile of pow 12 sprays (which are already very strong) into pow 14 sprays. He was insanely good with winterguard back before themes dropped. There's also the other choices everybody mentioned. WGK has a really good unit selection and some very strong theme bonuses: they obviously felt pressured to tone it down a bit somewhere. Mind you, a year or so later they released Gravediggers, which has an even better unit selection and better theme bonuses, with full merc options (plus some mercs already included) so maybe they have no idea what they are doing.

At least they have shown they are willing to go back and make a solid effort to fix things in the game, a reason why I have drifted away from 8th edition 40k. So I have hope for the future of the game as they finish up CIDs and get the time to take a look at the older stuff again.
