he was checking that Neo couldn't actually read the code. Huh, I never considered that possibility. I just figured those screens showed a few different "views" of the matrix, like security cameras, and Cypher was pointing to one with a bunch of people on the street or whatever. Still, it's clear from other scenes that he and the other crew read the code directly, kind of like we would read a text description of something.

Faction 'importance' is really dependent on POV.
Are you in space lookin' down at the IK? Then Ret is probably important, setting off Hyperion mini-nuclear explosions. In a dirigible flying over? Legion, because a bunch of airborne dragon-esque things may screw up that flight plan. Modern historian? Cygnar and Llaell (soon...) Peasant in the eastern fields? Skorne herbivores crashing through. Fisherman near a delta? Cryx and Minions (Gators) lookin' for souls. Nature lover? Is that Tree and Mountain moving CLOSER? (Circle and Trollbloods) Fortune seeker? Rhul and Mercenaries are always lookin' for gold.

Magnus - he's a faction all by himself. He's a one man fluff machine. A main character in 3 books who put together the largest mercenary army the IK have ever seen and managed to effect regime change in Cygnar which has dramatically altered that faction's attitude to military action. Beyond that he directly influenced Stryker and Caine in their development (he directly trained Stryker and pursuing Magnus was part of the move from Caine1 to Caine2). He's driven more of the background from the WM perspective than anyone else. But sadly no battlebox.... Uh... he had one as the first ever Merc caster. It was a Mangler, Renegade and Talon. It was an actual box for a long time, even a bit into MKii. Goten had one too (Driller and 3x Gunner).
