Hello
Now this is going to be a little odd but please bear with me.
My main issue with the games is there's no generic warcasters or warlocks for the factions
And it feels like a guy and his private army... it's fine and I like the game but often I'd like to create my own hero..
Maybe it's just me and you'll all say its just the way the game is.
What are your thoughts??
Though maybe that's whAt Company of Iron is for?

While I did enjoy customizing my Space Marine captain's loadout in 40K years ago, that's just not the kind of game Warmahordes is. There is a forum on the offical PP forums for homebrew, including warcasters (and an online card creator that can be used for homebrew if you wish), so you're not alone in wanting to create your own hero. Personally every warcaster I try to build just ends up as Strakhov with a few upgrades...

In something like 40K you can theoretically just price options appropriately (and even then there's been insanity like 2++ re-rollable invulnerable saves that are just plain broken), but in Warmahordes I don't think that's realistically possible because of how powerful things can get when you stack synergistic options, and the fact that different rules can stack to buff stats to very high levels; it would require a VERY complicated formula to be able to price custom warcasters appropriately. And yeah, Warmahordes (the game and the player base) is probably more inclined to min/maxing than GW games/players, which I believe are slightly more "theme-driven" (trying to avoid using the term "narrative"). As a caveat I only ever played 5th ed 40K, and the last rule set I read was 6th ed, so I'm speaking based on an outdated impression of GW games.

Not to mention many 'tweaks' will involve just moving things around on existing casters. There's a fair few casters who are in the category of "would be broken if..."... And then people can take that if by foregoing something completely irrelevant to the plan. "Well I guess if I drop the handcannon and lower the RAT to 1, I can afford to upgrade this spell to that."
Likewise, people would take casters like Caine or Sloane and go the other way: Ignore melee altogether and just tack on more RAT and gunfighter skills and whatnot, it would be almost impossible.
The only thing I can think of that would be balanced in its totally-not own way is to have a random-ish progression strictly for casual play like the old "path to glory" ruleset GW made years ago; everyone starts out with a FOC 4 JR caster and a basic heavy (juggernaut, Ironclad, Slayer, etc) with a couple of fixed spells and go from there. Cygnar has a JR, just add a Focus. Khador: Boundless charge & Razor wind etc. etc.
And then you do stuff and get stats and spells and whatnot. Balanced? No. Fun? Yes.

Indeed it be nice to start a journeyman league this way.

You should be able to steer development but not "pick" things too specifically.
You want some improvements to infantry mobility, could be Dash, Tactical Supremacy, Quicken or even Mirage or True Path.
You can probably use descriptors to put spells in "families".
I'm thinking too hard into this.
