I got a Conquest recently(yay financial irresponsibility) and in my first game with it an argument about how Creeping barrage works ensued. I put the AOE marker on top of a unit in stealth under the assumption they would take a 10 pow hit when they activate it their next turn, however my opponent claimed that the AOE only hit if the units enter the barrage area from the outside and wouldn't affect an unit that was already in the barrage area previously(doesn't make much sense to me), another player watching the match agreed with him. So I want to be clear which interpretation of the rules is correct.

For creeping barrage models suffer blast damage when they enter it or end their activation inside it. This means that for any model that was under the aoe when you placed it they can move out of it and not suffer any damage. However, they would suffer damage still if they ended their activation inside of it. Just to be clear, if you placed the AOE on 4 members of a unit those 4 members could move out of it without suffering damage but if any other member of the unit entered the AOE they would suffer damage.

Ah so I was wrong then, damn and I thought by buying conquest I wa getting a good way to get around stealth units

You can also just try to shoot them instead of the creeping barrage. Just hope for a favorable deviation/distance and you can still probably get a few of them.
