If you add the 10/7" deployment zone of your oponent in the ecuation then I wouldnt say its "anywhere on the board", you can only shoot and directly hit models that deployed exactly at those 7/10".
In other words, you will only be able to directly hit a model that is exactly in front of the kraken if both the kraken and the target deployed at max distance.

The board has 48", -17" from both deployments means you have to cover 31" to directly hit that specific model.
With assault, +2" of deployment and assail you reach exactly those 31"
