Further to above, I believe the UA (who gives the order) must actually give it and then charge something and fail a charge (or succeed).You cannot give the order then run (with the officer).

Sure you can. You just can't interrupt movement or an attack to use it, nor use it AFTER the run as your activation will end.

You can absolutely give orders and run. Otherwise your leader model would never be able to run... Orders are given when the unit activates, they happen before everything else.
Any time abilities can be used before running (except for spells and feats which are specifically prohibited).
The mini feat replaced the units current order with the shield wall order at the end of the their activation. It also gives repo 5", but you cannot repo after running or failing a charge.

Not trying to be argumentative but do you have any specific rulings or anything to back that up?
I was told in MK2 that the Officer had to charge to have an opening of 'any time' to put the minifeat in, orders are not mini-feats and are basically separate to my suspicion/thoughts.
