Am I right that this combo works? It seems like it could end (or close to end) games.
1. Doc Ark casts prior turn Forced Evo on a Warhog (now strength 13). 2. Forced Evo upkept (6 Fury) 3. Battle Boar moves over and Primals Warhog (now Strength 15) 2 Fury on BB 4. War hog activate - Dials up Aggression (Strength 17). Runs. 10 inchesThat should put 3 on the war hob 5. Doc Ark activates. He moves up 6 something gets Maltreated (7 Fury). He Feats and the War Hog goes another 8 inches. Now Doc Ark can send up to 3 Primal Shocks at things or 2 double boosted.
probably not enough to end games but if you could hit something without focus....you could end a lot of games right then and there. COuld hit a warnoun (right) from 26 inches away from the where the WarHog started. Seems like some goodish jank.

That's all technically possible. It just doesn't do anything. Primal Shock works off of base strength, so there's no point buffing it.
Running a buffed War Hog somewhere you can Feat it into an opponent's Warcaster isn't a bad idea though. No point in using Aggression Dial for that, however. The Strength buff only lasts for the duration of the activation, so it's expired by the time you Frenzy it in.

Ok, now that I have some more time, welcome to the pig pen! Arkadius is very, very good at those downtown assassinations against low camp 'casters. The optimal range is around 23-25". At that point you get Gun Boar shots (8" Frenzy, 5" walk, 12" guns) and Road Hog sprays (8" Frenzy, 10" charge, 10" assault spray) and/or Road Hog frenzy attacks (run 14", Frenzy 8", 1" melee for a fully boosted attack) on top of your Primal Shocks. My current Arkadius list runs two Road Hogs and two Gun Boars, so you can put six fully boosted shots (Maltreat for 8 Fury and apply two fully boosted Primal Shocks) into the opponent from way downrange.
I'd make that seven with Targ, but the reality is that he can't really keep up with the ranges involved above unless your opponent is a goodly bit closer.

Does Arkadius get the target in melee penalty for using primal shock against the enemy caster from a road Hog in melee with the enemy caster? Or does that not Apply since the beast is the PoO?

It doesn't apply. The Gun Boars will suffer from it though. But... maybe you'll get lucky and get a crit knockdown on the frenzy attack?

It's a fun trick. It was how I would try and deal with pre-nerf Haley2, killing her bottom of one. I think the best I managed to do was leave her on 2 boxes but I severely misplayed that run. After I did it every local Haley2 player started playing a lot more carefully and that actually made attrition wins against them viable.
Now, of course, Arkadius just about hard counters Haley2, so that's less necessary...
