Can the Idrian Chieftan declare the press forward order, and after everyone but him has done their run move, declare that he's minifeating, and complete his run move? That way, everyone but him will be dug in?

I believe run and dig in are an order. You need to pick one or the other sadly. It also includes a combined ranged attack. As a big fan of these guys I wish it were different.
If I am wrong please enlighten me so I can use them better.

Go to Ground on the Chieftain is NOT an order. It's a once per battle ability that can be used at any time during its activation. As it stands I believe the chief CAN use it before pressing forward. However, I do not have the rulebook handy at this time, so I cannot guarantee it.

Here's how it works: A press forward order is declared at the start of the turn, everyone but the chief runs. The chief activates last. He mini-feats, then he runs. Everyone but him is dug-in (as he has to run after his mini-feat, given that his activation ends as soon as he runs). I leave him at the back out of range, still keeping everyone in command.

Keep in mind that only the models in command at the time the Chieftain uses the ability actually gains the benefit. So while it's possible, you won't really get that much further ahead.

The big key is really that the mini-feat only effects those CURRENTLY in the Chieftain's command at the moment he uses the ability. It is usable, but often not the best use of the Idrians. They start far enough forward that if I want to Dig-in mini-feat top of one they can afford to walk.
Combined Attacks are also not an order, so you can combine them with other orders (though with the loss of Assault and Battery this edition you will likely use that less)

CRA is still interesting to threaten heavier armored targets. Upping those POW 11's to 13's (2 man CRA), or 15 with prey, makes them legitimate threats to medium-heavy armored models. Using 3-4 man CRA's for POW 14-15 (16-17 with prey) allows you to damage heavy 'jacks. Granted, it's not their primary function, but it is still a solid option.

Yea, you're only getting an extra 2" out of running and go to ground, if you want to catch everyone in it. If there's other terrain and you get some of the unit in there (walls, forest, etc.) then maybe there's a strong reason to do it but I've found that to be less often than just straight out running or making attacks.
