Concerning the upcoming Ice Witches, they give Legion Puppet Master.
Logical use of Puppet Master is to fish for crits. Legion has a surprising amount of crits, but most of them are not worth it.
So, which ones are worth it?
My list:
Rhyas to get that crit decap - maybe it is still not worth it and I am beating a dead horse, but Puppet Master on Rhyas is like having two more Fury if you reroll a boosted attack (would have the same effect as buying another attack and boosting it).
Azrael - we can boost it twice to get that slam, and with Puppet Master, the odds rise even further!
And the best for last:
Naga - Shadowbind became way more probable! Three Nagas in an army can be a winning combo now!
The mehs:
Nephilim Bolt Thrower, Nephilim Bloodseer - knockdown is not all that. Wasps, Seraph, Blightbringer - Poison is lipstick on a pig for these beasts. Not worth it, better not to boost and use the Fury to buy another attack, meaning Puppet Master would be inefficient.

- EVERY caster with an offensive spell, upkeep or not, especially Vayl1/2, Fyanna, Thags1/2 and Abby2 come to mind - not only pRhyas but also eTwins for crit Decap - Bolt Thrower because knockdown from a distance is awesome, especially with ranged assassinations - Puppet Master is good for Wasps because you don't use it for crit fishing but rerolling misses, which also increases crit probability (though that's true for any melee beast model I guess)
But it seems you've fallen for a misconception about Puppet Master? You NEVER rely on crits, with or without Puppet Master. You also NEVER build lists around it. The strength of Puppet Master is its immense flexibility, not crit fishing alone.

If all three witches have Puppet Master, and if people continue to field multiple Angelii, I don't think it's hard to put two and two together.

I field two bolt throwers with Lylyth3 as it means that there's very little that can hide from her.
75% with two bolt throwers to knock something down, possibly a bit lower depending on the target's defense. With puppet master, 92 percent chance. I'll take them odds!

I've run some numbers myself, assuming PM on both NBTs against a single target: to hit 05: 89,72% to hit 10: 83,52% to hit 13: 69,67% Edit: And the best for last: Naga - Shadowbind became way more probable! Three Nagas in an army can be a winning combo now! I skipped this one at first, but want to say about it: No, it's not. Shadow Bind can be shaken, all you do is stealing 3 focus/fury at best. The -3DEF might be nice, but Legion has more efficient stuff to hit better - e.g. using PM on the hitter in the first place...

Crap, Ice Witches may not be worth it, depending on cost.

I assume equal cost to the Dhunian Knot, so 6pt. That's fine imho, especially as they'll be playable in Oracles. No reason to push the panic button.
