When in doubt, I reach for brigands. They outperform croaks in basically every way. The only list I've really come across that got good use out of croaks over brigands was with Jaga with double Spitter. I could ghost walk the croaks into good positions to be Spitter shot targets for mass corrosion distribution on enemy infantry like sentinels.

I was checking out the minion forum because I was interested to see what the opinion of the Blindwater theme list was. With the list in mind how do you guys feel about croaks vs brigands? I know the Blindwater list sees heavy use of the Gator Posse, but does the theme open up more possibilities for croaks in a gun line capacity? The benefits of taking croaks (free models) making it worth picking up croak models for a blind water heavy list, instead of going out of theme for the brigands... Disclaimer: I don't play minions. I just think they're cool and really enjoy theory crafting

If you're in theme, I think Croaks are a no brainer. Although the beginning of mk3 was warjack and armour heavy, I'm seeing infantry being reintroduced to the table again now, and it's only going to increase a with the new steamroller rules. They're a great way to deal with groups of infantry, and the inbuilt boosted damage is also a good way to deal with medium based infantry, even if you have to wait for the second damage roll in maintenance.
In terms of making them more effective, the witch doc (tough) and the mist speaker (eyeless sight) are great pieces to put nearby, and if you get them free in theme all the better.
