I don't think Rask is the best Warlock since the change in throw rules eliminated the snake toss. He's still very strong, but he and Arkadius are probably battling over the top spot on a much more equal footing right now. And I just like Arkadius more (I just like pigs more, period, I didn't use Rask even when it was hard to argue that he was better). If I weren't a pig purist then the Warlock I would substitute in right now would be Calaban, not Rask. Rask and Arkadius both deal with heavy armour pretty well, and I don't feel I need another armour cracker. Calaban would fill the same anti-armour niche that I use Carver for, but would have better tech into meta boogeymen like Ghost Fleet. I don't feel Carver is necessarily incapable of handling those match-ups, but Calaban basically hard counters them. I've had two local Gator players offer to sell me their Gators and while it's easy to turn my nose up at the bundle offers, resisting the urge to grab Calaban, two Blindwalkers, a Wrastler, and a Sacral Vault (the rest of the list would almost certainly be pig models, since Calaban works so well with Brigands) has been a little more difficult than I may have expected.
Mind you, I think the sheer length of time between new pig releases is a larger contributor to that than my wish to bolster my competitive performance.

100% agree, still question Arkadius's lack of pathfinder in SR17 terrain.

Lack of pathfinder is one of Arkadius' bigger weaknesses. All casters have them.
A lot of people are still sticking to the pacts they got into it seems, so 'why not Rask/why not Arkadius' is not always a valid question. Same thing as with Mercs and Cephalix, they're basically different factions you can have as a SR list pair.
