First, at least I am not so informed actually, and I think that he has no offense at all.
And... isn't true that ARM 15 troopers are actually made of the paper? Arcane Shield makes them some kind of metal(and with Iron Zeal they are a wall of steel for one round), but without such buffs they are just a glass cannon.

If you slap rhupert on stormblades and minifeat and arcane shield them they are no knockdown tough with arm 21 ... pretty much our 'toughest' tarpit these days...problem is Cygnar doesn't need a tarpit...

That's why I doubt the usefulness of Storm Division. I didn't test it extensively enough, but I have actually found stormblades in storm division decent. They become properly costed (a full squad ends up costing 17 points, not bad for 11 hard hitting models+guns) and advance move lets them keep pace with the stormlances, or reach mid table to threat the enemy faster. The real problem is that I only tested them with maddox, granting them the best bonuses they could ever want (pathfinder on charge, +3 arm and tough, real good stuff). If the enemy doesn't bring to the table many blessed shots, they can hold their own for at least one turn during minifeat at arm21 tough no KD, and at 3rd turn (or even second) due to advance move they should be able to be a real menace for the opponent. Now sure, we also have stormlances, and they usually do better than them, but the time it tooks to get rid of 11 tough stormblades is a pretty big boon in scenario. Also, I don't own a second unit of lances so The rest of the list brings stuff that can help blade and lances. A firefly, the new Storm Strider to make up for rat 5 on the blades, and so on. Laddermore can be present, but she surely does even better with double lances. I lose rhupert, but who cares actually. As long as I have maddox, pathfinder is there when I need it, and increase in terrain means that I can get concealment or even cover if I play smart. Now sure, he is always good to have around when terrain isn't avaible, but i doubt he is worth losing something like 14 free points.

I too have liked Stormblades in Storm Division. They're a third unit choice after double storm lances, but they're pretty good there.
I think Haley3 is the only caster in Cygnar worth breaking theme for right now. All the others lose too little and gain too much from themes. And speaking about Haley3 in particular, yeah I think she's still worth playing. It's a incredibly, incredibly strong warcaster, even if not meta-ideal right now. There are still very few things she loses attrition to, and with SR17 looking to be more focused on that, I think (hope) her stock's going to go up even further.
