Has it ever been stated how iron liches are created exactly? I know the first lich lords were created when Toruk breathed his dragon-blight on them, but is that the same for all of them? Because if so, it would probably get real tiresome trying to create enough to keep the army running.

If you can find it, the d20 monsternomicon is a good place to start. You might find more scattered about the early NQs.
Short answer, iron liches use necromancy and mechanika to trade their flesh for metal. A non Toruk version exists, there was an adventure hook where the players are hired to check on a lady wizard who transformed herself into an iron lich.
In Cryx, I believe Terminus was created by the Toruk method, where as Graspy took the self creation method.

Actually, just read through the new Cryx book and it goes into detail (well not much detail) how they iron liches were made, and apparently it is Turok that made the iron liches including creating their bodies for them, asphyxious included. But now, they can be created by specific lich lords that know the rites, it involves corrupting the flesh, replacing parts with necromechanka and binding the lingering soul to the body.

In Cryx, I believe Terminus was created by the Toruk method, where as Gaspy took the self creation method. Gaspy was actually the first Iron Lich. Before the process was discovered, the liches would just walk around as skeletons, which of course mad them very fragile. Asphyxious wasn't a lich lord, but just some random schmuck at the time and so was chosen as the test subject. Once the process was completed and deemed adequate were all the other liches also upgraded.

Wasn't Gaspy a druid who turned tail after seeing Toruk? And if I remember correctly, Iron Lichs used similar mechanics as The Convergence clockwork vessels since it was Morty who stole the tech.

Yes, he was. He threw himself into a volcano to prove his loyalty, for this Toruk breathed life back into him, making him into a lich, just like the other lich lords. I'm pretty sure Morty came much later, she had basically already turned herself into an Iron Lich, but she wasn't the first one to do it.

Mortenebra helped design the tech that CoC had, and she didn't feel it was as good as it could be, so she captured an iron lich and dissected and experimented on him, concluding that CoC needed to put some necromantic principles into their work. Then she was expelled.

She also figured out that the COC was being Lied towards. That it wasn't true sentience but a facsimile (Also what the Cephalyx Figured out). Its Ghosts in the Machines: Literally.

I'm imagining Toruk with dragon sized clockmaker's tools daintily held in his claw tips, and magnifying goggles strapped to his head, bent over some dude carefully replacing bits with necromechanika.
