Hi, is tournament legal make a conversion of long raiders with armed bears(not PP)instead of buffalo, but keeping the knights PP(warders)?

I'm no expert, but i think the mount would make for more than 50% of the model, so it wouldn't be legal when the bears are not PP.

That's correct. If you went crazy and used 5 PP battle bears, it would be fine and should be recognizable as well.

Pose them on the defeated corpse of <something PP that you already own and were probably never going to use>. That should tip you over the 50% mark.
Also, in my limited experience, TO's will cut you some slack if it looks cool. YMMV.
