Also keep in mind that he's operating a gateway as well, so..

Nemo Tech of the Day Hammersmiths! For 12 points you get a speed 9 jack with 2 pow 19 hammers at mat 7, with a 3rd free hit if the first two do. On top of that it has beatback and electroleap. Combined with the excellent speed, the Hammersmith can shove a model backwards, arcing pow 10 (12? 14???) non attack damage rolls all over the place.
It charges 13" base, 15" and free with a Diffuser. It doesn't have any super synergies with Watcher, but it is pow 19 and armor 19. It has two weapons so a single arm cripple is less devastating.
Overall for 12 points it is one of the hardest, fastest hitting jacks Nemo can be for the cost.

The toro/nomad have 2" extra threat, and sometimes that makes a lot of difference. Hammersmith's main trick is the slam and followup (i.e. positioning tricks) rather than 'hardest fastest hitting'. Without an accuracy buff though, missing his attacks really hurts him. 2" reach on a melee jack is also a big deal, but admitted lightning on the hammersmith's attacks are really nice given his positioning tricks.

On average vs defense 12 a hammersmith does 38.7% more damage vs a toro. More if he gets puppet master to butter up his slammer.
