A comment Zhoe made got me thinking (I know, that's dangerous, but hear me out).
You know how the other factions can take one Merc/Min Unit and Solo in their Themes, even though they aren't listed? What if Mercs could take one unlisted solo in to a Theme, but they wouldn't qualify for any Theme bonuses or be purchased with Requisition? (Minions could have something similar, but they also have WWFF)
Would this be too strong or crazy? Would you be up for it?

And who said that this wouldn't allow me to play what I got?

Talking about the game is as valid a part hobby as playing the game.
I dont think the idea would work for mercs because our themes are comprised of models that fit into the theme and the ones left out have been so for fluff and/or balance reasons.
Since fluff isnt adhered to strictly anyways I suspect that balance and the invalidation of themes are the main issues. Why play Soldiers if you can take the arcanists in Irregulars or Kingmakers? Same goes for Talion and the Powdermonkey. It could also be a way to allow more units into Irregulars for instance.
As for not allowing them the theme benefits, that could be hard to handle as some bonuses are army wide benefits. How would you stop a unit/solo from gaining a benefit from a reroll for the starting the game roll, pre-game bombardment or rubble?
Also some warcasters are limited to certain themes, so allowing a specific combination of warcaster and unit/solo that isnt normally allowed could be a big balance issue.
Are you asking about a specific unit/solo in a specific theme?
I suppose having a minion slot could work like the regular factions have merc slot might work?
But that would screw the fluff big time, since presumably those minions that will work as mercs already have the Merc tag and are allowed in the relevant themes.

What if this only allowed a Character Solo? This addresses the Archon/Arcanist/Powder Monkey concerns while still allowing for something that the other Themes get to bypass. Remember, those same ones can go in to Cygnar, Khador, and what have you. Alternatively or in addition to, they could be classified as not friendly faction for the army. |

Since there are plenty of themes that add models from another faction and makes them count as friendly faction, I suppose you could have models count as not friendly faction.
In practice I think its likely to get tricky though. Its easy to remember that the Cygnar og PoM units you're fielding in a merc army count as friendly faction, remembering that a specific merc model in your merc army isnt friendly faction will be harder.
Also, its a lot of trouble for something that will only (or almost only) matter for a few spells.
So at this point we're talking about having a group of character solos be available to all merc themes?
If so I'd either give all the relevant solos a keyword (Versatile?) and change the themes to allow 1 *keyword* solo, or just change the themes to allow the specific solos.
