A buddy of mine recently expressed interest in the game, and really likes the look of cygnar, specifically Haley. I think he already bought Haley 2 and 3, and he asked me for help on what to buy. I've been looking on lists on discount games for ideas, and I saw that both casters had a couple lists in storm division. If I can keep the buy list fairly short, with a decent amount if overlap, that would be nice, but whatever. Basically, tho, I'm looking for what you guys have been running with the Haley. Lists and quick write ups about the general plan for said list would be nice, as would general advice with those 2 casters.

Haley3 has been most about Grave diggers theme, and Haley2 storm division and/or heavy metal. Soo sadly not a lot of overlap on units/solos for those 2 casters. There are several casters wich can overlap on warrior model/solos, like haley3 and siege2 in gravedigggers. Or haley2, kraye, stryker2 in storm division. Or Haley2 and siege1 in heavy metal. I think he has found a difficult pair for overlapping models. If he insists on those casters i guess its either choosing between storm division or grave diggers. A good start would be for gravediggers; thorn, 2 express team, dog, ragman, trencher infantry For storm division; storm lances, either second storm lance unit or stor blades, piper and thorn Outside thorn he can have some of the same jacks in bouth versions.

There's been a recent rash of theorycraft of Haley 3 in Heavy Metal with double archons, Precursors, and some seasoning, which also seems to be doable with Haley 2 with slightly different jack/solo seasoning, so I'd give some thought to that, but it's also the new hotness, so pricing might be tight and it's less proven than either cain's SD or GD suggestions.

If he is joining the game and needs to learn it, H2 and H3 are the hardest casters to learn period! Maybe get Haley 1 resculpt and start practicing with her in any Theme that he likes, then slowly proceed to the "pro Haleys". The stuff to get could be similar, but should have an emphasis on some strong guns (Defenders, express Teams?)

Although Haley 3 isn't predominantly associated with Storm division I have really enjoyed playing her with it. This was under the old theme rules too so the list is a bit stronger now due to an extra free solo. Haley2 works well in it and more people seem to have experimented with her there. So to my mind it ought to be quite easy to build lists for them with a decent amount of overlap.
Here's a list idea for Haley3 that's pretty close to what I used to run.
Haley3 Sylys Stormclad Stormclad Thorn
Storm blades with CA and 2 WA Max Storm lances Journeyman warcaster Firefly Arlan Strangewayes Stormblade captain Savio Acosta
Since both Haley 2 and 3 have the same warjack points you could just use the same list as they are going to play it very differently. I can see lots of room to play around with stuff but I like this as a core concept of Haley in Storm division. Using Tactician from the stormblade captain you use the storm lances to shield the stormblades on the way up with them running through each other. Because of the speed difference I would deploy the blades in front of the lances and let them run through each other. The stormclads can accumulate off most of the list and will therefore be easy to fuel without draining focus from the caster and with Haley3, temporal distortion puts them to 14/19 defensive stats, which is better than decent. Future Haley has ghost walk to solve the themes biggest weakness in a lack of pathfinder and I've found that, even without snipe, the assault threat from storm blades can close out a lot of assassinations. Force hammer to knock 'em down and a bunch of POW 14 (or 16) electrical shots to finish the job.

Any reason why you didn't use 2 units of lances? Initial reason is that I only own a single unit of lances. Secondary reason is that I get better hitting power with the blades. The lances might be a pip stronger on the charge but the blades bring up to 10 charge attacks and have a stronger gun for the assault shot. So overall I get more punch from them but having both lances and the blades gives me a tough(ish) first wave to alpha strike and clog up the opponent with a follow up that hits as hard but with twice as many bodies.

You can play Haley3 in Heavy Metal with success with Morrowan Archons and either Precursor Knights or Sword Knights. Crossover there would be that Haley2 can run similar lists with the same solos and just more Warjacks. Both casters can run Gravediggers competently as well. Might just be because Trenchers basically support themselves. Haley3 is definitely the better choice there because Repo 3 + Trencher Infantry is amazing, and +2 Def on Trenchers is gold
