Some of the new combined themes especially seem like they will see some new releases as well as the new rule set...
Not too sure what in specific it will mean, but I expect a lot of long forgotten units will get new options,

The devs have said for a long time that they want to "future-proof" themes as much as possible and that they're just covering their backs just in case.
From the earliest themes in Mk3, we've seen that. For example, in Heavy Metal it has always said "Squire solos" even though there is currently only one of those in the game. The chances of new UAs or similar hasn't really changed, but at least keeps the door open.

Not only that, but Anson durst had "paladin units" in his mk2 theme, which didn't exist for several years. And I'm pretty certain there were mk2 themes that listed stuff that still doesn't exist.
In short, listing something as being allowed that doesn't exist may mean that such a thing is on the horizon, may be several years out, or may not be coming at all. I wouldn't read too much into it.

Flame Bringers are first introduced in the theme of Thyra in MKII, but there was no information about them except the name 'Flame Bringers' and listed on the unit section that implicit they are the unit, until Vengeance.
You know, text based games are have allergic response against the errata, and usually they do everything to minimize this if possible. So, if they are able to simply add the name that they might make in the future, it is nothing wrong to write down their name on the theme even if its release date is currently unknown.

I still remember when Totem Hunter changed from FA:C to FA:1 and people thought it was preparing for Zu. To be fair, that was probably deliberate misinformation on PP's part to achieve exactly that result.
