Hello all!
I used to play Gators back in mk.II and I greatly enjoyed tossing my Wrastlers (and often caster) around at people (Yes I am aware of the Rise Animus change and yes I am sad). Well I decided to come back finally and play some mk.III and I am picking up Khador. Now, before I start using some Spriggans as lawn darts I just wanted to check up on something. I keep hearing people referencing that you can't power attack friendlies anymore but I can't for the life of me find anything preventing it in the rules. Could someone point it out for me just so I have the reference location?

This was changed after the initial release, so if you can't see it you might want to download a new copy of the rulebook.

There have been several errata with some reasonably significant rule changes since the rulebooks were printed. You can get the errata on PP's website: privateerpress.com/organized-play/game-rules-errata. I think the biggest change was the "no targeting frendly models with power attacks" thing, but you might also want to look into the changes to Unyielding if you're running Kozlov; basically Unyielding simply gives you an armour bonus against melee attacks now (where I think before it would give you an armour bonus against any attack as long as you were engaging something, but it could be circumvented by knocking a model down or attacking from behind etc).

It is also worth knowing that while actual power attacks can't target friendlies (neither can charges anymore), there are still some similar effects that still do work on friendlies. Most of these are "slammed" effects (combo smite, force hammer, etc) though there are a couple thrown effects left as well (such as Bosun Grogspar's gun).
I did win a mk3 game via a marauder smiting a friendly juggernaut over a model and into the enemy zone, so it's not as though the shenanigans are entirely gone? The rules were changed for good reason though; it was becoming common practice to launch Skarath absurd distances for the assassination.

The last errata document I can find says 2017v2. Have there been no changes since then or something? Or am I just not finding the proper one?

Also, as a quick tack on question, do they have a big conglomerate document with all of the card changes on them or would I have to keep up with the CID Dev notes and Warmachineuniversity?

Too many of the cards have changed, you either have to use War Room 2 or use the card printer to get the info you need. Sometimes Warmachine University is up to date, but be careful of anything in CID, hasn't been released from CID, or has just been released from CID, as that information may have not been updated, yet. And War Room 2 is sometimes behind the CID dynamic updates, too.

The cards you download from cards.privateerpress.com should always be up to date at the time of downloading. I believe there have been some "global" changes since the last big errata document, but they were done as part of the CID process. Check the "Developer's Notes" section on the rules page I linked to earlier: if you click on the latest link ("March 2019 Dynamic Update") you'll see that the the Bulldoze rule has been changed slightly (now a model can be pushed only once per turn by Bulldoze) for example. If you're thinking right now "wow, it's going to be hard to keep up with all these updates and keep track of what the actual rules are"... yeah, it's one of the things that annoys me about the game right now. Well, as long as you have the latest cards they will have the latest versions of relevant rules on them, and the "core" rules don't change much (not since 2017 as you mentioned), so it's not quite as bad as it might initially seem.

It can be a bit of a hassle, but this document lists all the current versions of the cards. If you want to be absolutely sure, cross check the version you have with this list.
