What about just pulling an "Old Witch 2/3" thing? Give individual casters new cards that are very slightly tweaked as need to let them fit in Infernals? They can have a special rule that states "Only available in X theme", or have a description modifier ("Infernal Enslaved Cygnar Warcaster") that themes specifically call out.

2) If Infernals could really mind-control all mages in the world there won't even be a point in playing the war. Infernals would already have won instantly, and Circle, Mercenary or Menoth mages would be included. Luckly, it isn't the case. Not all "mages" use arcane magic. Menoth gives his priests magic, Toruk gives Cryx magic and Circle gets theirs from the devourer worm. I picture you playing a caster under infernals as that particular caster is being controlled, not necessarily that all casters are being controlled. Not correct. Not all priests receive magic from Menoth, some are normal sorcerers. Toruk doesn't give magic to Cryx, Cryxian mages are normal mages, Toruk gives the blight and has extensive knowledge of necromancy, but his minions get power from the gift like anyone else. Finally, Circle druids also get magic from the Gift and not from the Wurm. Tharn blood sorcereres MAYBE get part of their power from the wurm, but before the Gift there were no blacklads, and blood magic was a lot less extensive (a thing that points as modern blood magic being a mix of normal magic and ancient blood rituals of the Wurm). Wurmwood is an obvious exception. That said, I don't want to derail the topic talking about the old question of "arcane magic VS divine magic". Even excluding divine casters, if every arcane casters was controllable by infernals the war would be lost before starting, that's the point.

I could see arguments for many people falling prey due to the "darkness in there heart" sort of mentality. It's something that the infernals were able to latch onto momentarily. Like Caine is a good example of an easy to explore one. Stryker a bit harder, but still there in his anger. Haley has guilt, that could be an avenue. Constance is obviously out.
There's so much design space I'm sure they will figure it out by June

Having returned from the dead and with multiple timestream duplicates, it'd also be pretty easy to go the evil twin route with Haley. Assuming she ends up playable in the theme somehow, I'm looking forward to the conversion potential (since I've got oodles of extra denny bits lying around). When looking at that warwitchy umbral guardian concept art I can't help but think "that's right about what evil haleys look like..."
In general, creating doppelgangers might also fit better into the summoning theme as well as fomenting less salt than the "your favorite warcasters are now traitors" route
