I know and understand why Judi is loved with HR. However if the Judi was out of the equation, what would you recommend for HR's battlegroup? I'm asking specifically for a list in Exemplar Interdiction using Vengers, 2x KE and Sev0.

I find him to be lacking without the Judi and EI really needs the ranged presence. Why not try Vindictus with double Vengers? Alright alright fine... I guess you could run Templars? Sac lamb is cute to fuel the BG and they are durable and hard hitting

I used two Reckoners on him with a 2-Redeemer Sev0. Easy to feed, can hide behind clouds, Redeemers appreciate Flare. This team (2R+2R) can remove a Colossal in a turn of shooting.
An additional effect is that opponents are much more careless when they don't see the colossal, thay are often very unsuspecting of this list's firepower (and with quite a lot of Exemplars running at them it doesn't look like a shooty list it really is).

Where does Hand of Fate typically go in your list? Do you cycle it across the redeemers?

Yup, cycling between Redeemers, unless the entire unit of Errants or Vengers has a juicy target/targets.
[High Reclaimer 1] The High Reclaimer [+32] - Reckoner [16] - Reckoner [16] - Hierophant [3]
Scrutator Potentate Severius [0(6)] - Redeemer [11] - Redeemer [11]
Choir of Menoth (min) [4] Exemplar Errants (max) [16] - Exemplar Errants Officer & Standard [4] Exemplar Vengers (max) [20]
Exemplar Warder [0(5)] Anastasia di Bray [3]
Vassal Mechanik [1] Wrack [1] Wrack [1]

Can't believe a judi costs only 2 points more than 2 reckoners

mydnight sadly in the current state of the game, reckoners are actually pretty over-costed. A single Pow 16 shot is just not what it used to be.
