Can't we have a Khadoran or Protectorate Partisan Steelhead Warcaster?

Vanar and Sevy know how to unite their people, unlike Vinter or Leto.

I doubt we will get a new caster.

It doesn't necessarily take a civil war to cause one to be a Partisan. Vlad is a Menite, though not strong in considering the Sul-Menite faith, as an example.
If someone left for Ord at some point, for one reason or another (Kayazy?), then it is possible. A Morrowan Caster from Khador is also a possibility.
An Idrian Warcaster would fit in with the Skirmishers pretty well, though, that would not really be a good Steelhead angle.

Exactly. I doubt Khador or the Protectorate would just let a military asset like a Warcaster run around willi-nilly hiring off to mercenaries.
Idrians are already under heavy scrutiny by the clergy, if one of them just happened to be a Warcaster and used that gift to sell out to other people... boi would he be in trouble.

While under a Steelhead title, maybe. However, we also see many Warcasters taken out of time for the game. The same Warcaster in the rules could be facing multiple versions of a different Warcaster, and since it doesn't require a vast change, and exiled Warcaster from one could operate under the same rules. The only issue with the Protectorate Warcaster is that they would not be a priest for some reason, hence the Idrian aspect.

The issue with a mercenary Protectorate warcaster is he'd stop being a protectorate warcaster as soon as the sells out to other people, because the Protectorate would declare him an enemy of the theocracy.
