You don't need to put a dog brain into a jack. Convergence has 4 legged lights, cryx and rhulic have kind of dog shaped lights. None of them are putting dog brains into a robot. Leave it to khador, the civilization with doom reavers, to come up with the crazy solution to a problem instead of the simple one. The problem is getting a lore friendly way of khador getting a steady supply of "cortexes" where they've been always short on supply with such things. That was the reason why MOW were invented, to get something like warjacks without having to use a cortex.

Cephalyx monstrosities are effectively cyborgs, with mechanickal augmentation of a living organism. They are robots with brains, with likely a 20/80 robot to organic split.
Still, if anyone currently in the IK could do it, it's them.

On Kharchev, I'm fairly certain that he always drives it as a warjack he's constantly feeding Focus to. IIRC before he died he was an extremely powerful arcanist, I think his original Focus 5 was supposed to represent how much energy he had to waste just running his body.

But hey I'm just trying to come up with lore friendly reasons that can justify a 4 legged lightjack chassis. MOW Steam Knight: a MOW riding on a mechanical horse that does not need a cortex because is it actually two guys in a horse-shaped suit of MOW armour.

XD Do I have to bring out the widowmaker firing squad?

I know this is a joke, but don't we already have a MoW cavalry model in the Drakhun?

If any animal brain is getting put into a warjack, I would think it'd be a pig. There's significant incentive to include more than one pig brain to give the jack psychic powers as well...

Road/War Hog... I'm thinking of a next-level version of that with just warjack parts and brains in jars. Maybe Sturm2?

Has Pathfinder, slams for free with follow-up, and gains an extra dice on attack and damage rolls against trolls?

Part of it is keeping everything within brand and within faction. Which is pretty common, I can tell a 40k mech, from a Gundam, from a BattleTech mech, etc.
