That remains to be seen. It might make it through with no changes, but that seems like a candidate for the Haley/Ghost Fleet nerfs where the devs will just make a decision and unleash it. Attempting to run something like that through CID just seems like a recipe for long pointless flame wars, thread locks and nothing else getting done. Good point. I would change my statement to people would be upset with the appearance of no changes to the turtle.
There are rumors of several changes in store for skorne that were not CIDed.

Perhaps this is a terrible idea, but what if, instead of doing CIDs for one faction at a time, PP instead took a small number of models from each faction to run through every CID, sort of like the 12 Factions of Christmas thing. I doubt it would ever happen that way, and I'm sure I'm missing some logistical issues with this version of CID, but it might help fans feel less like they're just perpetually waiting for their faction to be the next one buffed.

I doubt it would ever happen that way, and I'm sure I'm missing some logistical issues with this version of CID, but it might help fans feel less like they're just perpetually waiting for their faction to be the next one buffed. Because it's across all factions, the need to wade through feedback for what would likely be a higher than normal number of models (even if your 'handful' is as low as 2-3 per faction) and across at least one theme per faction, it makes (what I consider to be) a rather unwieldy process and makes it much more unwieldy, but also because of the impact (or perceived lack of impact), whether from or on other theme/faction related models that will have inevitable advocates for. Plus the usual: 'why didn't X or Y model get looked at', 'wait what? this model is fine, why's it going through CID', 'why aren't we getting anything new' and so on and so forth. In fairness, it doesn't really matter what PP does, it is bound to annoy someone.

As you said, if you even excluded the limited release factions, you're looking at quite a bit, including some larger aspects of Mercs and Minions.
Let's just say, Heavy Infantry, what qualifies? That's hard to say, some are easy, like the Menite Bastions and Skorne Cataphtracts, but does that include Cygnar's Storm Guard?

January - Cygnar is looked at Feb - Mini Factions are looked at, Cygnar goes in for final thoughts by Devs March - Khador is looked at, Mini Factions final Thoughts, Cygnar release April - Cryx is looked at, Khador final thought, Mini Factions Release May - Trolls is looked, Cryx final, Khador release etc... and it would repeat for the following year.
This way everyone would know EXACTLY when they were getting their releases, when they'd get a CID and it would allow for a much more organized system. The only issue is... man power. I just don't think PP has enough to run it clock work style like this. Also the above was only an example, with the exception of Feb. because as the shortest month I feel it would be appropriate for the limited factions to get limited time. Also you'd probably rotate which mini factions were looked at because there are already gonna be 4 of them soon... soooo... yeah
