So I fear this may be a really stupid question but can a unit that has been given an order(aka shield wall) still make attacks? We have been thinking no in our GS but I'm thinking we may have gotten confused orders with *actions and the fact you can't give two orders on the same turn(i.e. shield wall and press forward).

Since nothing on Shield Wall says they can't, they don't need to not making an attack or anything else. They are just cannot charge or run, for they did not receive the order to do so(because issue Shield Wall means they cannot issue Press Foward in the same turn).

Usually when you face cool melee units they will shield wall, move their natural spd, hit you in the face and then reposition B2B to get the +4

The base order for all units is Press Forward, which allows them to either run or charge. Without this order they can't do either, but there is no order needed for performing a full advance + a combat action.
Some units/models do add extra orders to the list of available ones, such as Shield Wall. When a unit receives the Shield Wall order, they indeed can not run or charge, as that requires receiving the Press Forward order, but there is still nothing stopping them from attacking nor moving. Performing a special action/attack is also not an order by the way.
Note that, unlike some other games, in Warmachine it is perfectly fine to simply walk into melee with someone and whack them, without having to charge first.

You can still make whatever initial attacks you are otherwise allowed to make (melee, ranged, magical, whatever).
