Something else that I don't remember if it was brought up or not, models effected by her feat don't deal blast damage. So models immune to blast damage (trenchers, girded) still take damage if they are in the AOE. Yeaht this would be the main selling point of her feat for me.

Haley-1 has the old haley2 feat, stacked with a def debuff, in cryx, that right there should tell you they shouldn't be tournament legal

So yeah my guess is they just took the mk2 version, made the minimum amount of changes to makes them fieldable in mk3 regardless of balance and just made them not tournament legal. As to why they don't put them through CID to make them tounament legal, I guess it's a simple workload task. Warcasters are probably the models that need the biggest amount of work to balance and having to balance all of them would be too big of a workload for them to actually do it in one go.

Celyna would clearly be an interesting caster to play, she feels very different from the rest of the khador casters. Her kit skews you toward a gunline but we have two theme that would complement that kit wonderfully. The turn of no blast aoe on the feat would also give us at lesst one big turn of fixing khador over reliance on blast damage, which would be really interesting. Not sure if it would be broken though. I don’t plan on trying her out though so I’ll have to see other people’ battle repport to see where she falls on the powe scale.

I'm having a hard time deciding on her jacks.

I think she benefits most from things with range.
Victor would have my vote, possibly in AC where she has a pair of Bombardier units as well; either spamming a literal shitload of POW13's or being scary with CRA's. This is basically "don't bother bringing infantry that isn't incorporeal or ARM 'a lot'".
Alternatively, play WGK, bring Victor, two mortars and Herne and Jonne, and laugh. Vicky has a pretty mean threat on many casters; a Boosted POW15, followed by setting them on fire is _not_ what you want to happen to some of the squishier casters around.
