I don't find the excuse that because most non-character 3 person units have a single wound, that Tac Arc Corp should not have 5 boxes. Each model/unit should be evaluated with regards to it's own needs and what role it has to perform, and if making them an exception to a general rule is needed to make them playable, then it is just sheer laziness or apathy on PPs part that they remain terrible. The frustrating thing is that in Mk3, they fixed Righteous Flames by making it a constant ability, rather than that one spell you never cast. Then promptly broke it again by taking away their survivability.

Have people found Hammer Strike to suffer from lack of magic weapons? besides from Casters the only things with magical weapons are the Arcanist Corp, who are about as sturdy as a paper hat. Have people found it to be an issue, or do you solve for it in your second list? cheers I was trying to be a good WM enthusiast and accept the uniformity argument that TAC's loss of boxes was just how it's generally done now. Still... yeah... paper. I do remain curious about the usefulness of using one or two Siege Crawlers to re-spawn members of two TAC units.

I've generally liked having a single unit with a single siege crawler, but having to choose between forgeguard and TACs is not a fun choice.

Not sure I agree. The problem can be solved by having another unit of forgeguard (you always reinforce the TACs to make sure they don't die), another Siege crawler (pick both), or both. In a world with Thorn Gun Mages at 9, I can't see TACs getting boxes at 7, but something would be nice.
OAC and High Shields are a much bigger issue.

TB Runshapers are 9 pts, 5 boxes, with Dig In, Steady, and Tough, and are STILL unloved in the one theme they are allowed. Given it's the beast skew theme. TAC should have Sniper proof 5 Boxes. Their low DEF keeps that balanced at 7 pts.
Heck, if Hammerstrike theme granted Dig In, even in exchange for Tough, I dare say I'd field Highshields as is. Dig In fluff-wise for a faction of earth movers is more than appropriate!
OAC, if given a Cryxian Smog Belcher-like cloud AOE generating mechanic would fly off the purchasing shelves.
All IMHO of course.

I'm not saying that I feel compelled to read every post you make in every thread, but I sometimes consider it. This is one of those times.
