I agree that shamblers are great for Jaga Jaga's feat and fury management if you get the gobber chef as well. The problem is that the Blindwater theme requires you to use gatorman posse to get any use out of half of the benefits. And if you go beast heavy you don't get many free points either.
If you try WWFF you get plenty of free points and good benefits but you have very few cheap infantry options. You need at least 6-8 models that you can sacrifice for her feat plus more if you feed any with the gobber chef. The bone grinders are too expensive for that and are a small unit too. If void leeches work with the boil master then I think they are a cheap viable option.
Personally I want to run Jaga Jaga in WWFF with boneswarms, Swamp horrors and other beasts to taste. With battle host and hunters mark you can threaten pretty far. Add in the swamp horror who could potentially threaten 15" away and pull in targets up to 4" for the rest of your army to charge and you are cookin with fire. It feels like she has all these tools to make a great beast heavy army and just needs cheap infantry in WWFF to pull it all together.
To the OP's original point I don't think you can go wrong with Rask either. List building certainly takes less tinkering to make something strong and his feat lets you get the alpha strike even with the dracodile. I just feel like you need beasts to crack armor in Minions and I think Jaga Jaga has the tools to do a really cool beast list.

I feel like Jaga's kit fits best with a beast heavy list, especially swamp horrors who get dialed up to 11 with S&P, escort, ghost walk and overtake from the theme. The problem in WWFF is that the available infantry options are not good feat fodder. Valkyries and Nyss are great but usually too valuable on the table to sacrifice. Bone grinders and River raiders are expendable, but 8pts for 6 models is a bit expensive for units that don't do much otherwise and are easily sniped before you get to feat. It's possible to make it work, but it seems to me Jaga-Jaga in WWFF is not going to be her "optimal" build sadly. I'll probably try her in Blindwater next, but I doubt it will end up in my tournament pairing.

Arkadius is IMO stronger than Rask as an arm-crack with absurd threat ranges. With access to Ghostly and Enliven he's just sooo good.

Rask feels like you bring more defence though. In reality Arkadius stops shooting by jumping in the face of everything with a gun, but Rask feels safer due to the feat just saying "nope" for a round.
Also: 14" Threat, POW 26 Dracodile is hilarious (for you at least).

I think her battlegroup is too slow, even with her +2" movement spell. You won´t outthreat anyone and you´re missing cheap bodies for screening purposes. I cannot see how you want to achieve a high number of attacks to get the most out of Signs and Portents in WWFF. Maybe Jaga Jaga superfriends? But superfriends don´t work with her spells and abilities... Spitters and Horrors can run 14" on Turn 1. That's plenty fast. And the only spell which doesn't work on the lesser's warbeasts is Escort. Everyting else is on the table. I can understand wanting to build in Blindwater for the feat, shamblers are pretty perfect for it. But if you're willing to take a limited feat in return for boostable attacks under Signs and Portents I get it. That said, Croaks under S&P are pretty brutal

Plus Jaga Jaga has field marshall [Death Rage] which just seems fun. Also being able to stack escort with Lanyssa's Hunters mark even makes the boneswarms have a 13" threat range.
I agree though that Croak Raiders under S&P looks awesome. If I had to go Blindwater theme, I'd put at least one unit of them in my list.
Though this does show the conflict I have making a list for Jaga Jaga. Signs and Portents and Jaga's feat like lots of units while escort and death rage want beasts

Gotta decide how you want your lists to match other armies. Example: beast heavy Jaga is fine, but does Croak heavy play better into Cryx? What about Testament? Harbinger? She can martyr the crap outta her models, but with the Croaks they are all still on fire the next turn. If you go into Orion or Axis would you always drop Rask? In which case is your Jaga beast list redundant?
Jaga is versatile. She can build a strong list either way. But both builds have their weaknesses as well, Jaga does not help vs shooting like Rask does. It is up to you to decide which best suits your lists when taken as a pair.
Rask can technically go either way too. So riddle this: is beast Rask infantry Jaga better than beast Jaga infantry Rask or beast Jaga beast Rask?

I've toyed with Maelok/Dracodile a wee bit; it is okay, but you have significant fury management issues. It's what I'm worried about. I have Dracodile and Snapper in it which brings me to 6 fury every turn. But only if I leave myself no transfers...
