Is there a case where we want to use it? I'm finding the threat of having one would be good, but I'm not 100% sold yet.

Nah, Assimilator will almost always be better. Reasons can be found here and elsewhere multiple times. There simply nothing special about him that would make him better than an Assimilator. Orions Vengeance spell being the exception, but even then you are looking at a single interaction once per round.
His "threat" is for all intents and purposes identical to the Assimilator, as everything he could do better is cornercase. Meaning: Of course there are some situations where a Monitor would be better than an Assimilator, but these come up so rarely, that it's not worth it.

I thought Orion would be where this guy shined. He benefits more from repo3 due to range. He benefits more from mage sight because the assimilator can't ground pound in it. He benefits more from avenging force because the assimilator can't ground pound during it. Orion's feat makes the crit brutal have huge damage potential. Yet every game an assimilator would have been more useful.

He doesn't do as much for the Assimilator. I'd still rather take the Assimilator, though.

I think Orion makes it worth one Monitor in a list. Avenging Force combined with an upkept Mage Sight can catch people out in the "open" with a threat 16" crit brutal shot.

I think the minitor has a place depending on what you are comfortable with and what your meta is. I enjoy him for having a pow 13 long range gun much like the assimilator. But i also like the steady and pow 17 sustained attack he does as well. Don’t get me wrong, weapon master pow 14 is decent, but you are rolling aboutthe same damage with the monitor. I also use him to tag long range target with magic bullet, as the monitor is pretty reliable for that.
