I'm playing around with a testament list and wondering what you guys think. Should I take a max unit of exemplar vengers or a vessel of judgment? Being able to give my knights exemplar an extra attack when they are removed could be a really cool interaction, especially when I can bring them back. On the other hand the vengers are really good value being able to bring them back. What do you think?

Do you have other guns in your list? If not the Vessel could be worthwhile for its range presence in addition to its abilities.
Also note, that Vengers are only Raised with a single box, coupled with their high speed, I doubt you'll be getting much mileage this combo.

Technically you can raise them and then bonds of faith, so they'll have d3+1 boxes, which could give you a very healthy venger (4 boxes) or a close to death one (2 boxes) although theres quite a lot of attacks that'll do 4+ boxes in a single attack anyway
