I know she's a subpar caster but what's the best way to run her?

For a moment there I read that as "I know she's a superb caster" and did a double-take.

As I understand it, Harlan Versh can boost the attack and/or damage rolls on his gun with her focus thanks to Radiance of Morrow; this means he can potentially be doing 4 dice damage against an enemy model with an upkeep spell. Sounds OK.

I guess with connie you just pack lots of dorfs, steelhead and precursors units and rush them to the front, feat and profit.
Now that's a bit simplistic.
Personally I would mostly focus on her crusader call, taking fast units to get super long charge ranges (Nyss, eliminators, SH cav ?...). Feat is nice but better not count on it, since it's too easy to get around it.

Now I know you're asking merc solutions, but I actually have made a pretty awesome list that does great in Storm division. It is;
Constance Blaize +30 -Lancer 10 -Storm Clad 18 -Galant 17 -Squire (free)
Storm Blades 10 -x3 Weapon Attachment 6(2 each) -Officer 5
Precursor Knights 15 -Officer 4
Journeyman 4 - Firefly 8
Strangeways 4 Stormsmith Stormcallers (free) Rhupert 4
The way you play it is actually closer to having blaize act as a spell slinger, removing upkeeps that improve enemy defences so the storm blades and precursors can hit hard. She feats usually turn two or when ever it looks as though your opponent is going to be able to kill most your infantry. You then also have the stormblades pop mini feat and give them arcane shield. Precursors should try and shield wall during feat, but it's not terrible if they don't. You also don't have to worry much in the ways of allocation because of all the accumilators on the jacks.

Remember, Gallant can boost using the focus on her, and he has purgation on his sword which means you can buy attacks with his focus and boost with hers for far more attacks than he should be getting.
As for her army comp, I usually start with Gallant, Harlan, 2 full units of Halberdiers and one full block of Percursors. From there it's a matter of what I think I need. I feel she is better in Mercs instead of Cygnar, but that is always debatable. The biggest problems I always seem to run into is (the most obvious) a lack of arc nodes, her army is immune to spells in some fashion, but she isn't, and finally, her lack of a damage buff spell (when one of the best solo options is a Thamarite; Ragman). The other issues I see with her is not even her. She has a great spell list but doesn't have the best options to support it. The only models that can use Radiance are a solo, a jack and a unit with .5inch reach. What she needs is more Morrowans to really hammer the point home and allow for her to really get a proper list going for her. Morroan Heavy Cavalry, a ranged unit of some sort and a non-character cleric solo that has buffs and can heal would all make sense and help her greatly.
Sorry, I went on a side rant there, what were we talking about again?
